a graphene nanoparticle consists of anywhere from dozens to hundreds of carbon atoms. if you oxidized every single carbon atom, you would indeed get CO or CO2 (btw, there ARE several other known oxides of carbon). so the very existence of the term "graphene oxide" is a pretty CLEAR and OBVIOUS indication that they are NOT talking about oxidizing all of the carbon atoms in the graphene nanoparticle.
