the nyc elections board said that they had "accidently" left the votes from a test run in the total
8 people were in the primary election
the vote count for adams was off by about the same number as "test votes"
now if you were actually running a test vote of an election with 8 people running
why would all your test votes be against the winner (adams) and for the 3rd place (garcia)
