Shorter wavelengths (higher freqs) usually local LEOs on VHF 2 meter (144mhz) or 70 centimeter (420mhz). They typically only travel 50 miles ish depending on broadcast power, antenna length, etc.

 

The 40 meter band (7mhz) has a much longer wavelength and can travel farther. Takes moar specialized equipment and licenses to transmit on that freq, but can be picked up by a lot of radios equipped with SW1 and SW2 bands. Most emergency radios have those bands.
