You are mistaken. The goal was to shut down the global economy and destroy governments. If the vaccine doesn't work then we can put the world into lockdown again until a new vaccine can be developed. As the fast tracked vaccine ended up being deadly we cannot go that route again and must wait the full development time before we try again. The deaths caused by the first vaccine will reduce resistance to the lockdowns and longer waiting period plus expedite the total destruction of society as we know it. Evil as fuck.
