3. Isolated with multiple "variants " of different contagion and lethality levels

Very simple process to freeze dry various versions and have them ready to deploy. Freeze dried Virus is stable at room temperature and very easily smuggled in small vials.

They can be purposely used to infect small numbers of people with the more harmless version (which I suspect in this case) or more contagious to cause panic, perhaps in areas trying to shirk mask mandates or low Vax compliance.

Massive fuckery on a grand scale.

Requires the virus to be in sort of a suspended animation state. It doesn't "live" for long outside of a host and being in a liquid it wouldn't survive..

A freeze dried powder is very fine powder that can be "dusted " anywhere it is likely to be disturbed and breathed in. Contact with the warm, moist environment of sinus/lungs reactivates it.
