I think that money, or a good chunk of it, at least, is funneled back into his campaign. IOW, legal fundraising isn't getting the job done so he needs to dip into the taxpayer kitty.
Not a good sign.
He also has to makes sure there are several opponents who split votes off a strong candidate. Haven't followed the recall, so don't know who the strongest contenders are.
Designating the funds for migrant housing, or whatever, is a big fuck you to conservative voters, too. Might be using this for the added affect of getting his opponents to argue amongst themselves about it. Someone needs to stand strong and call the bullshit. The tax monies should go back into quality of life improvements for the people who pay them. Not sure if any one there has the balls to do it.
