Ultimately this I what I believe happens. They may fully approve them for say 70+ year olds. But the risk from covid is so low for most, that even minor issues with the vax will prevent approval.

Agreed. The vax is clearly horse shit for a horse shit virus. EUA prevents liability. If they were going to fully approve and become liable they already would have. The question is how long will it take for them to ultimately not approve them?
