Think your off track, anon. I could obviously be wrong, BUT, with RR's ties to U1 as well as Muellers kind of rules them out as white hats. IMHO, at best they could be 'grey' hats. Maybe they were offered a plea for helping to take the rest of the cabal down(I'm skeptical of this as well, but seems more plausible, then them doing it willingly).
Doubt they would have been privy to an ongoing investigation evidence. Possible, but, doubtful.

That'd definitely make sense 'why' he felt he 'had' to announce reopening the investigation. Was told you either do it, or we'll leak it.
Makes you wonder why they didn't leak it after they 'closed' the investigation again, citing nothing was found? Could it be because they were assured the new administration would handle it? Maybe those 'in the know' felt confident after Killary loosing, they didn't need to leak.
