As we are disclosing more aspects of this war connected to the weather (HARP, chemtrails), it comes to my mind that the spanish term for weather is the same as for time:
El tiempo.

I personnaly asume that the bell, evenrhough probably invented for good purposes like fog alarm on ships to avoid collision -, has quite sure been abused by the church (vatican). In that case it is a simpler version of propaganda, giving false (time) signals, therefor false information.
On the other hand, Q points us to the cinematic "White Squall", and the motto "Where We Go One We Go All" is etched into the ships bell.
Last but not least, and I'm no frequency-fag there could be a weaponized or healing version of the design, depending on who designs & uses it. Not sure about hints in scripture …
