NYPD Adds 27 Names To Its Hall of Heroes

This name sticks out:
William D. Kinane, Detective, Organized Crime Control Bureau. A 25-year veteran, he retired Aug. 1, 2002 and died June 13, 2017.
It appears that Kinane was discussed in the last bread, but I didn't see it brought up that he retired from the Organized Crime Control Bureau . Supposedly died from 9/11 related cancer complications.
Even though he'd been retired for 15 years, what are the chances that he had connections to people who would have asked his opinion regarding some information from the insurance file?
