He was paralyzed. All it would take is someone covering his face while his family stepped out for a quick 10 min.
This is highly likely one of the guys. Consider this.

We need to find out if this officer had any sort of specialties prior to being wounded and off the force. Sex crimes? Specific investigation skills?
Someone went to him to either let this off their chest or to ask for advice.
