Quick note on "insurance" files…
Consider..Hoover went to EVERY US president with a blackmail file on that US president to stay in office. This is VERY well known and was even depicted in the movie about Hoover.
Do ya think the FBI might have got a tad bit mroe sophisticated since then? Insurance files would not only have every bad thing you have ever done, but might even have video of the event.
Folks like Paul Ryan who are "resigning" probably have minimal but embarrassing files..perhaps he is gay, has a mistress, bad business deal, took bribes…but does not rise to the level of some of the others…
Anyway..insurance files are BLACKMAIL or leverage points to be used to influence…
