>so they can start stealing water from everyone on the planet

I don't think that's it. They'll cause people to move to other areas or just dehydrate them to the point of death, maybe selling bottled or sugar-water to make some money along the way. And then buy up the fire-sale priced farmland and properties (since there's no water).

From 1988 to 2014, 800 HIV confidentiality criminalization cases were prosecuted in California. Out of the 800 cases, none of them required prosecutors to prove that transmission of HIV occurred prior to the defendant being charged. Moreover, all 800 cases ended in a conviction.

Although jurisdictions define STDs differently, statutes generally include contagious or infectious diseases that are transmitted sexually. Some states list the individual diseases that are covered by the particular law. In those states, the diseases covered typically include the human immunodeficiency virus (โ€œHIVโ€), syphilis, gonorrhea, chlamydia, hepatitis, genital herpes, and pelvic inflammatory disease. Other jurisdictions define STDs more generally to include any communicable disease that can be spread from one person to another and thatโ€™s a threat to public health.
