Pennsylvania and Indiana have penitentiaries that could support high level prisoners with death penalty convictions. Philadelphia police have been instructed to carry riot gear at all times. PA falls under the 3rd circuit and IN falls under the 7th . The 3rd has many vacant seats to be filled. PA would most likely be the location HRC/BC would be sent and IN the most likely location for BHO
