This may be a shot in the dark… But Trooper-Pilot Berke M.M. Bates had previously been on special assignment (Bureau of Criminal Investigation) which - I believe - is part of the Division of Capitol Police.
It could be argued that an investigation involving two jurisdictions (NY and DC) would mean that investigators/detectives from both jurisdictions would have viewed files. I
