Infrastructure talks leave Biden’s entire agenda at risk

President Joe Biden’s latest leap into the Senate’s up-and-down efforts to clinch a bipartisan $1 trillion infrastructure deal comes with even more at stake than his coveted plans for boosting road, rail and other public works projects.

The outcome of the infrastructure bargaining, which for weeks has encountered one snag after another, will impact what could be the crown jewel of his legacy. That would be his hopes for a subsequent $3.5 trillion federal infusion for families’ education and health care costs, a Medicare expansion and efforts to curb climate change.

Biden and Senate Majority Leader Chuck Schumer, D-N.Y., will need support from every Democratic moderate and progressive to push the $3.5 trillion bill through the 50-50 Senate, with Vice President Kamala Harris’ tie-breaking vote. If the infrastructure talks implode, it may be harder for moderates — who rank its projects as their top priority — to back the follow-up $3.5 trillion plan, which is already making them wince because of its price tag and likely tax boosts on the wealthy and corporations.

“I would say that if the bipartisan infrastructure bill falls apart, everything falls apart,” West Virginia Sen. Joe Manchin, one of his chamber’s most conservative Democrats, warned reporters this week.

That could well prove an overstatement, since moderates like him will face enormous pressure from Biden, Schumer and others to back the $3.5 trillion package, whatever the bipartisan plan’s fate. But it illustrates a balancing act between centrists and progressives that top Democrats must confront.

“If infrastructure collapses, which I hope it does not, you’d have the difficulty of holding some of the Democrats” to back the $3.5 trillion bill, No. 2 House leader Steny Hoyer, D-Md., said Tuesday in a brief interview. Party leaders will be able to lose no more than three Democrats to prevail in the 435-member House.

Both sides in the talks were expressing renewed optimism Tuesday about prospects for a deal, a view they’ve expressed before without producing results. The uncertainty underscored that Democrats were at a promising yet precarious point for their agenda, with stakes that seem too big for them to fail yet failure still possible.

Biden met at the White House on Tuesday with Sen. Kyrsten Sinema of Arizona, a leader of moderate Democrats who’ve been laboring to strike an infrastructure deal with GOP senators. The president also used several tweets to prod lawmakers, including one saying, “There are no Democratic roads or Republican bridges — infrastructure impacts us all and I believe we’ve got to come together to find solutions.”

White House press secretary Jen Psaki said Biden and Sinema “are very much aligned on the path forward” and expressed optimism, but also said the president was “not setting new deadlines” for a deal. Several target dates for reaching an agreement have come and gone, though Schumer wants a Senate vote on a package before sending lawmakers home for an August recess.

Sinema is a centrist who’s alienated some Democrats who consider her unpredictable.

Illustrating that, Rep. Peter DeFazio, D-Ore., told House Democrats privately Tuesday that the infrastructure accord senators are trying to complete is “crap,” according to two people who attended the session and described it on condition of anonymity. He also said the measure was being crafted by “three Republicans,” pointedly naming Sens. Rob Portman, R-Ohio, Susan Collins, R-Maine, and Sinema, they said.

Moderate Democrats have long made an infrastructure deal their top priority. The bipartisanship such an accord would display plus the meat-and-potatoes spending it would bring back home have made that their goal over the separate $3.5 trillion measure for family and environmental programs.

If the infrastructure talks fail, it would deprive moderates of a victory that if reached might leave them more open to making concessions on the $3.5 trillion measure. A collapse could also trigger fresh internal Democratic fighting over how much of the infrastructure spending would be transferred to the huge domestic spending plan, and how that would affect its overall price tag.

Even Republicans are divided over the infrastructure measure and what a failure of the bipartisan talks would mean as both parties eye 2022 elections in which House and Senate control are fully in play.

Some Republicans worry that approval of a bipartisan infrastructure plan would help Democrats pass their $3.5 trillion measure by making moderate Democrats more prone to cooperate with their colleagues on that subsequent, costlier legislation.

They also say supporting the infrastructure measure would let Democrats rope the GOP into sharing the blame if inflation or other economic problems take hold amid massive federal spending programs.

But others say that since Republicans won’t be able to stop Democrats from passing their $3.5 trillion bill, the GOP might as well back an infrastructure agreement. That would let Republicans haul a share of its $1 trillion in popular projects back to their home states.

Democrats plan to use special budget rules that would prevent Republicans from using a filibuster — a delay that takes 60 Senate votes to halt — to derail the $3.5 trillion measure.

These Republicans also say passage of the infrastructure measure would make it harder for Manchin and Sinema — and moderate Democrats facing reelection in swing states, like New Hampshire’s Maggie Hassan and Arizona’s Mark Kelly — to vote for an even larger $3.5 trillion plan.

“I think it puts their members more on the defensive and having to defend very, in my view, indefensible spending and taxing,” said No. 2 Senate GOP leader John Thune of South Dakota.

Dillon Jordan is a movie producer accused of running an international prostitution ring. The 49-year-old California man was indicted on federal charges in New York, prosecutors said in a press release. Jordan’s company PaperChase Films is best known for producing the 2018 movie The Kindergarten Teacher, which starred Maggie Gyllenhal, along with The Kid and Skin.

“As alleged, for years, Dillon Jordan operated an extensive and far-reaching prostitution business, using a purported event planning company and a movie production company to conceal the proceeds he made from exploiting women,” Acting U.S. Attorney for the Southern District of New York Audrey Strauss said in a statement. “Now the party is over and the film is a wrap.”

Dillon Jordan Allegedly Operated a Long-Running and International Prostitution Service Under the Cover of Running a Film Business

Audrey Strauss, the United States Attorney for the Southern District of New York, and George M. Crouch Jr., Special Agent-in-Charge of the Newark Field Office of the Federal Bureau of Investigation (“FBI”), announced today the unsealing of an Indictment charging DILLON JORDAN, a/k/a “Daniel Jordan,” a/k/a “Daniel Maurice Hatton, a/k/a “Daniel Bohler, with conspiracy to violate the Mann Act, substantive Mann Act and Travel Act violations, and money laundering in connection with operating a prostitution business and laundering the proceeds of that prostitution business through two front companies – a purported party and event planning company and an actual movie production company. JORDAN was arrested today in San Bernardino County, California, and will be presented today in the Central District of California.

Manhattan U.S. Attorney Audrey Strauss said: “As alleged, for years, Dillon Jordan operated an extensive and far-reaching prostitution business, using a purported event planning company and a movie production company to conceal the proceeds he made from exploiting women. Now the party is over and the film is a wrap.”

FBI Special Agent-in-Charge George M. Crouch Jr. said: “This defendant apparently thought he could hide his alleged criminal dealings behind a supposedly legitimate business. But the FBI, in its mission to protect our citizens, uses every tool at its disposal to unmask those who violate federal law and assist the impacted victims. We encourage anyone who was victimized by this defendant, and anyone with additional information, to contact our Newark field office.”

As alleged in the Indictment unsealed today in Manhattan federal court:[1]

From in or about 2010 through at least in or about May 2017, JORDAN operated a prostitution business throughout the United States and abroad. JORDAN maintained a roster of women who resided around the United States and who, in exchange for payment, performed sexual acts for JORDAN’s clients at locations throughout the United States, including the Southern District of New York, and abroad. JORDAN communicated with the clients of his prostitution business by email to coordinate the prostitution services, which included sending to clients photos of women who were available for hire for prostitution services, discussing the price of prostitution services, and overseeing travel logistics for women to travel to engage in prostitution. At times, JORDAN himself arranged the interstate travel from the women to engage in prostitution, and at other times, clients, at JORDAN’s direction, arranged the interstate travel for the women whom JORDAN directed to those clients. To facilitate his prostitution business, JORDAN also coordinated with a United Kingdom-based madam by sharing and referring customers and prostitutes.

JORDAN primarily managed the finances of the prostitution business through two front companies – a purported party and event planning company and a movie production company – incorporated in California. JORDAN opened multiple bank accounts for these companies, which he used to accept cash, wire, and check payments for prostitution services from clients and to pay for the expenses of the prostitution business, including paying the women for their prostitution services by cash and check. By using the two front companies to receive deposits from the prostitution business, JORDAN ensured that transactions involving those proceeds from the prostitution business would disguise the nature, source, and origin of those proceeds.

The White-Slave Traffic Act, also called the Mann Act, is a United States federal law, passed June 25, 1910 (ch. 395, 36 Stat. 825; codified as amended at 18 U.S.C. §§ 2421–2424). It is named after Congressman James Robert Mann of Illinois.

 

In its original form the act made it a felony to engage in interstate or foreign commerce transport of "any woman or girl for the purpose of prostitution or debauchery, or for any other immoral purpose". Its primary stated intent was to address prostitution, immorality, and human trafficking, particularly where trafficking was for the purposes of prostitution. It was one of several acts of protective legislation aimed at moral reform during the Progressive Era. In practice, its ambiguous language about "immorality" resulted in it being used to criminalize even consensual sexual behavior between adults. It was amended by Congress in 1978 and again in 1986 to limit its application to transport for the purpose of prostitution or other illegal sexual acts.

Mann attended University of Illinois and graduated in 1876. He graduated from Union College of Law in 1881 and became a lawyer in Chicago. Mann held several local political offices before serving in the House of Representatives.

 

Mann died in Washington, D.C. of pneumonia on November 30, 1922 at age 66 before the close of the 67th United States Congress. He was interred in Oak Woods Cemetery in Chicago.

EXC: NIH Director & Fauci Boss Advises Chinese Military Proxy-Linked Group Working Alongside COVID-19 Gene Storage Firm.

National Institutes of Health director Dr. Francis Collins serves on the advisory board of a conference sponsored by a Chinese military-linked genomics firm, The National Pulse can reveal. The D.C.-based, health industry big-wig and boss to Anthony Fauci has even referred to the controversial company’s founder as a “friend”.

The annual event in question – the International Conference on Genomics – is organized by BGI Genomics and the China National GeneBank.

BGI Genomics has been flagged by U.S. intelligence officials for its robust efforts to “collect, store and exploit biometric information” on American citizens through COVID-19 test kits. According to the Federal Bureau of Investigation (FBI), the firm has deep ties to both the Chinese Communist Party and its military.

In January 2021, Director of the National Counterintelligence and Security Center William Evanina told CBS News that U.S.-based, foreign-controlled labs are “modern-day Trojan horses.”

“BGI comes to the U.S. bearing gifts, but harboring other motives. It’s unclear whether BGI, or any COVID tester, would get DNA from nasal swabs, he says, but the labs are a way to establish a foothold, to bring their equipment here, start mining your data, and set up shop in your neighborhood,” the report claims.

That the group is linked with the head of the U.S. National Institutes of Health should raise immediate alarms.

BGI also manages the conference’s other sponsor, China National GeneBank, which describes itself as a gene storage project that’s “approved and funded by the Chinese government.”

Several BGI consultants, managers, and researchers in addition to professors at Chinese Communist Party-run universities speak at the conference and have done since its 2006 founding, which Collins attended and spoke at.

Collins is also listed as a member of the conference’s Advisory Board and addressed the conference during his tenure as National Institutes of Health (NIH) Director in 2016.

“I send hearty greetings from the United States,” Collins begins his virtual speech for the event, before praising the event as an “important, highly relevant scientific gathering” and the Director, Co-founder, and Chairman of BGI Genomics Yang Huanming as a “friend.”

Yang, however, has authored studies funded by China’s People’s Liberation Army (PLA), according to Reuters:

 

“One science paper authored by BGI founders Yang Huanming and Wang Jian along with the PLA’s Key Laboratory of High Altitude Medicine and the Third Military Medical University focused on experiments with the brains of monkeys suffering altitude sickness. The study, published in January 2020, stated that it was funded as one of the “key projects of military science and technology” by the PLA. A decade ago, the military university’s research sought to identify genes related to altitude sickness so the PLA could screen for susceptible soldiers. The latest research focused on how drugs interacting with genes could potentially protect a person from brain injury.”

Throughout the speech, Collins implore attendees to pursue international scientific collaboration, celebrating that the “attitude of needed by all, owned by all, done by all, shared by all, continues to this very day not only in genomic research but in many other areas of science that have adopted that same message.”

“What are you doing to reinforce and expand upon the spirit of collaboration in “omics” research and all others,” he inquires before asking attendees to “enhance data access and opportunities for sharing across the globe.”

Collins also praised BGI during a 2011 interview while speaking on a panel with fellow former directors of NIH’s National Human Genome Research Institute. He lauded BGI as an “amazing center with amazing talent,” adding he didn’t regard the “remarkable” Chinese military-linked firm’s success as a “threatening outcome”:

“But, was that a threatening thing? It was to some people, I suppose. And it certainly was a surprise to people who thought that the U.S. would remain dominant for centuries to come. It wasn’t that hard with energy and some funds for BGI to jump out there and create an amazing center with amazing talent. Again, I never felt like that was such a threatening outcome as long as they’re playing fair.”
