Ezekiel's vision of the Valley of dry bones was about the Heavenly Zion in Christ Jesus,

The prophesies always had two fulfillments.
The first in type and shadow was regarding earthly Israel,
to prove the Prophets of old as having authority,
all in preparation of their foretelling of Christ's first advent.
The fulfillment of this was their return from Babylon,
the return of which included Jews who had been part of Northern Israel and Jews of Judah,
the two divisions of Israel.
This first return already happened since it was prophesied by Ezekiel who was himself in captivity in Babylon.
