Many of the Oligarch tribe are eugenic minded, they could be the 4-6%. Just look at the WEF, Klaus Schwabs vision, which is one of the main influences to save decades old political, bureaucratic mismanagement of massive Sovereign debt, debt that will collapse the ww economy, which they are attempting cover up, bc they will not admit they've been one massive failure.
