Even if they are using TLS - which encrypts the packets - you still have the metadata - the address where the request is coming from and where the request is going to. If that has a source address from China (for example) and destination address of a voting tabulation machine in Arizona, that's cause for concern. If there are 1000's or millions of packets going back and forth - not just small probing requests by china, but large data packets flowing back and forth, then there is undoubtably a real problem.
