The beast is the EU. A beast represents a political entity or government. "These have one mind, and shall give their power and strength unto the beast." Building the final empire.
"And the beast that was, and is not, even he is the eighth, and is of the seven, and goeth into perdition." Which beast, or country, was, is not (at the time of the writing) and is OF the seven. What country was OF those previous empires? In other words, it's one of the conquered nations. Apostate Israel? Perhaps. Israel is the key to everything. They are Gods chosen people, even though they have a tendency to fuck up. However, there are ALWAYS a few who obey God, so God will keep the gold but toss out the dross. Like anything else, there is good mixed with bad, you just gotta sort it out.
