What I never see discussed is what has been told to me by a BP agent in the area. That the kids are messing with each other too. This anon is sadly more than familiar with the culture of paternal/familial abuse to begin with. Add being raped or molested on the way, many are reenacting their own traumas. It is truly heartbreaking.
