I think in their minds they believe they broke it beyond repair by their actions so they decided to make money in the process and now hope to rule by authoritarianism.

I think AZ is aware of this fact and most likely will pursue local justice. Most likely already has a judge in mind. Justice on a local level is far better than zero justice from the corrupt DoJ.
