Depends on location. IF in a Leningrad, move, if possible. Key is to try to find somewhere not so infiltrated with Commies who flee their over-taxed Leningrads only to contaminate their new locales.
Lack of garbage "convenience" & chain crapholes at every intersection and in-between is best indicator, IMO.
Commies are lazy fukers. See it every day – young to middle aged aholes sit in 10-car-deep drive-thru on beautiful day for a garbage dunkin donuts coffee.
Would return to the South if relative in anon's care c/would do it. Love walking, love rain, so never minded those afternoon "showers", either.
