Pinkerton: Made in the USA or Made in China? The Glaring Problem with Biden’s Infrastructure Bill

Whenever he touted his infrastructure plan during his 2020 presidential campaign, Joe Biden was emphatic about one key proviso: The infrastructure itself would be Made In USA. On the campaign website, some policy scribe pledged, “Biden will rely on American union labor and American-made materials and products to build this infrastructure.”

Indeed, that Biden webpage linked to another page on the site, hailing the candidate’s “Plan to Ensure the Future is Made in All of America by America’s Workers.” There, we read that the goal of the Biden plan is to “ensure the future is ‘made in all of America’ by all of America’s workers.”

Sounds good! In fact, public opinion was and is solidly on Biden’s side. “Buy American” has always been a big winner with voters; so one can imagine that Biden’s economic nationalism gained him some votes last year.

After all, Biden’s pro-jobs-at-home message was not limited to his website. Here’s Biden himself on the campaign trail last September, delivering his economic-nationalist message to an audience in the swing state of Michigan. Not only did he call for making more things here, but he also lambasted Donald Trump for not doing enough to create good jobs at good wages.

Yes, American jobs for Americans is indeed a winning message. A poll from earlier this year found that 63 percent of Americans support “Buy American,” even if American-made products “cost significantly more.”

With that finding in mind, we might take a moment to admire the common-sense wisdom of the American people. Instinctively, folks understand that it’s better to make things here at home and not be dependent on foreigners who might not always be friendly.

In fact, for the historically minded, it’s a demonstrable economic fact that made-in-America policies powered the nation’s rise to greatness. During the American Revolution, the patriot Alexander Hamilton had seen that George Washington’s forces were nearly overwhelmed by British superiority in the hardware of warfare. And so, mindful of the inevitability of some future conflict, Hamilton—who himself had fought in the Revolution before becoming President Washington’s first secretary of the Treasury—set to work fixing America’s industrial weakness.

Hamilton’s first step was writing the Report on the Subject of Manufactures, published in 1791, in which Secretary Hamilton wrote:

Every nation . . . ought to endeavour to possess within itself all the essentials of national supply. These comprise the means of Subsistence habitation clothing and defence.

Happily, Hamilton’s Report came to dominate American economic thinking for most of the 19th and 20th centuries, tilting the nation toward industry, security, and prosperity.

And someone on the Biden campaign knew of this glorious history. As the campaign website reminded us, “U.S. manufacturing was the Arsenal of Democracy in World War II, and must be part of the Arsenal of American Prosperity today, helping fuel an economic recovery for working families.” (In past years here at Breitbart News, this author has written much about the U.S. economy during World War Two and the lessons its success holds for us today.)

So given Biden’s many promises about the centrality of Made In USA, surely he’s going to do everything he can to redeem that promise, right? Right?

Well, actually maybe not.

Breitbart News’ John Binder combed through the 2,700 pages (as Breitbart News scooped) of the new infrastructure bill, and he made a key catch. As currently written, the bill includes a huge loophole that allows government officials to waive the “Buy American” provisions if they so choose. As Binder puts it:

Directly beneath the Buy American rule, though, is a massive carveout that allows the heads of federal agencies to bypass the requirement if they consider the requirement “inconsistent with the public interest,” does not meet “satisfactory quality,” or if they believe buying American will increase costs for the projects.

So we can see: According to the bill, infrastructure must be Made In USA—unless the bureaucrats decide otherwise.

Joe Manchin Hosts Weekend Houseboat Gathering, Attendees Include Now-Covid-Positive Lindsey Graham

Several senators attended an event on Sen. Joe Manchin’s (D-WV) houseboat over the weekend, and one of the attendees, Sen. Lindsey Graham (R-SC), announced Monday he tested positive for coronavirus.

In addition to Manchin and Graham, senators who were present at the gathering included Sens. John Thune (R-SD), Chris Coons (D-DE), Catherine Cortez Masto (D-NV), Jacky Rosen (D-NV), Maria Cantwell (D-WA), and Mark Kelly (D-AZ), according to multiple reports.

A spokeswoman for Manchin’s office told Breitbart News, “Senator Manchin is fully vaccinated and following the CDC [Centers for Disease Control and Prevention] guidelines for those exposed to a COVID positive individual.” Manchin, as well as Coons and Thune, have all reportedly tested negative since learning of Graham’s diagnosis.

Cortez Masto, Rosen, Cantwell, and Kelly have not reported results of a coronavirus test as of the time of this publishing.

Cortez Masto’s spokeswoman Lauren Wodarski told Breitbart News, “Over the weekend, Senator Cortez Masto attended Senator Manchin’s bipartisan get-together, which was also attended by Senator Graham. She is fully vaccinated and is following all CDC and Office of Attending Physician guidelines for coming into contact with a COVID-positive individual.”

Rosen, Cantwell, and Kelly did not respond to Breitbart News’s request for comment.

The CDC guidelines state that those who are vaccinated do not need to quarantine if exposed to an individual who has coronavirus but that they should be tested.

“People who are fully vaccinated do NOT need to quarantine after contact with someone who had COVID-19 unless they have symptoms,” the CDC states. “However, fully vaccinated people should get tested 3-5 days after their exposure, even they don’t have symptoms and wear a mask indoors in public for 14 days following exposure or until their test result is negative.”

Graham announced Monday he tested positive for coronavirus, that he has mild symptoms, and that he will quarantine for ten days. He noted he had been vaccinated and said he is “very glad” about it because he believes his “symptoms would be far worse” had he not received the vaccine:

Graham is among the 17 Senate Republicans who voted in favor of advancing the $1.2 trillion so-called “infrastructure” bill through the Senate prior to the bill draft being finalized and made public. The now-released bill, which is 2,702 pages long, includes items sharply criticized by Republicans, such as state-mandated carbon reduction programs and cryptocurrency regulations.

Sen. Chuck Schumer (D-NY) signaled Monday he does not believe Graham’s inability to be present for voting this week will derail the process of passing the bill. “I don’t think it will, and we’re trying to let it not,” Schumer said, per CNN.

The outlet also captured Manchin answering questions on Monday on Capitol Hill about his boat event. One reporter could be heard questioning Manchin on how long his event was, to which the West Virginia Democrat replied, “I don’t know, whatever it takes to eat a hamburger or two”:

Louisiana's Democratic governor imposes statewide indoor mask mandate, including for children over the age of 5

As businesses and governments around the U.S. institute restrictions aimed at combatting the coronavirus pandemic, Louisiana is imposing an indoor mask mandate.

Gov. John Bel Edwards, a Democrat who has served as the state's governor since 2016, said that the requirement will take effect Wednesday and apply to the vaccinated as well as to the unvaccinated, according to the Associated Press.

The mandate will remain until Sept. 1 and could potentially be extended.

Largely due to the state's vaccination rate and the spread of the Delta variant of the illness, cases in Louisiana have risen significantly, according to a press release from the governor's office which notes that the state "remains No. 1 nationwide for number of new COVID-19 cases per capita."

The indoor face covering mandate applies to people ages 5 and up and to kids enrolled in kindergarten, with exceptions for when people are engaged in certain activities and an exception for individuals with medical issues that prevent them from using a face covering. The mandate applies when people are indoors somewhere other than a private residence. The mandate does not apply to a person who will not come into contact with anyone outside of their own household or to a person who will have the ability to engage in six feet of social distancing from anyone who is outside of their own household.

"This is bad. And it's not this bad anywhere else in the country today," Bel Edwards said at a news conference, according to the AP. "This is having an adverse impact on people's lives today. And the least we can do is put a mask on. It is not an onerous burden."

The Centers for Disease Control and Prevention is recommending that people wear masks indoors when they are in public places located in regions of the U.S. with substantial or high COVID-19 transmission.

The Associated Press said that the governor expressed frustration with those who have declined to get vaccinated or utilize masks.

"Do you give a damn? I hope you do. I do," the governor said, according to the AP. "I've heard it said often: Louisiana's the most pro-life state in the nation. I want to believe that. It ought to mean something."

Black Lives Matter Protesters To Receive $5K Each After Being Banned From Iowa Capitol

A lawsuit was settled Monday giving five Black Lives Matter protestors $5,000 each after they were banned from the Iowa state Capitol, Fox News reported.

Jalesha Johnson, Louise Bequeaith, Haley Jo Dikkers, Brad Penna and Brandi Ramus were arrested on July 1, 2020 after they had a confrontation with police officers at the Capitol. The Iowa State Patrol told the protesters that they were banned from Capitol grounds by legislative leaders. Part of the group was banned for six months and the other part for a year, Fox 5 reported.

The American Civil Liberties Union (ACLU) of Iowa filed a lawsuit claiming the ban infringed upon the protesters’ right to free speech, assembly, petition, and due process, Fox 5 reported.

State lawyers recommended that each protestor be paid $5,000 and their attorney $45,000, which was approved by the State Appeal Board. In the settlement, the state also agreed to remove all bans on the protesters. The agreement specified that the individuals “may continue to enter and use the Iowa Capitol Complex on the same basis and under the same terms as any other law-abiding member of the public,” Fox 5 reported.

The Iowa Department of Public Safety agreed to train its Capitol officers on issues relating to the First Amendment, according to Fox 5.

‘ARREST THEM’: Wendy Rogers Responds to Maricopa County and Dominion Refusing to Comply with Senate Subpoenas

"They are acting guilty. If it acts like a duck…"

Arizona State Senator and Trump-ally Wendy Rogers has called for the arrest of the Maricopa County Board of Supervisors and executives of Dominion Voting Systems, following their refusal to comply with Senate-issued subpoenas.

Last week, the Arizona Senate issued subpoenas to the Maricopa County Board of Supervisors and Dominion Voting Systems, the company behind the software and machines used in the county during the election, for various items and information that would be needed by the team running the professional forensic audit of the results. These included ballots, routers, network logs, and other such election material.

However, the Maricopa County Board of Supervisors on Monday declared that they would not be complying with the Senate subpoena. As National File reported:

In a letter sent to Senate President Karen Fann from their attorney, they simultaneously claimed that they had sent over what was needed, that what was demanded never existed, and further refused to send over other information and items, including the routers, offering multiple excuses including security issues which have already been repeatedly debunked.

In a statement, Board Chairman Jack Sellers said that the Arizona Senate is continuing to “deny reality,” and argued that “the election held in Maricopa County was one of the best run elections in the United States,” claiming “real election experts all agree on that point.” He argued that “Maricopa County long ago provided to the Arizona Senate everything competent auditors would need to affirm the accuracy and security of the November General Election,” and that new demands “are an attempt to distract attention from their botched audit and conspiracy-obsessed contractors.”

It was further revealed that Dominion Voting Systems, the company behind the software and machines used in Maricopa County, would also not be complying with their subpoena. “Dominion is not a public officer or public body, and therefore, has no obligation to make its records available for public inspection,” wrote John Poulos, the CEO of Dominion. “Because the Law has no application, Dominion will not produce or allow inspection of the materials requested in Senator Fann’s July 23 letter.”

Getting nervous

Seth MacFarlane Wants 'Family Guy' to Part Ways With Fox After Tucker Carlson's COVID Rant

"Family Guy" creator Seth MacFarlane is no stranger to having his shows move networks, as "American Dad," another animated sitcom created by the 47-year-old, was cancelled by Fox in 2013, and picked up by TBS in 2014. Additionally, "The Orville," MacFarlane's science-fiction comedy-drama, originally aired on Fox, but has been moved to Hulu.

MacFarlane took to Twitter on Sunday to express his displeasure with Fox News opinion show Tucker Carlson and the Fox Corporation, the mass medium company that oversees both Fox News and the Fox Broadcasting Company.

"Tucker Carlson’s latest opinion piece once again makes me wish Family Guy was on any other network," he wrote, referring to a recent broadcast of "Tucker Carlson Tonight."

During the segment in question, Carlson demonized the US Centers for Disease Control and Prevention (CDC) and lambasted the US Surgeon General Dr. Vivek Murth, suggesting that the recent calls for mask mandates and other mitigation methods to combat the Delta variant of COVID-19 are "pushing us toward something awful."

He also suggested - without evidence - that the vaccines administered by the US are not working as once advertised.

MacFarlane padded his admonishment of the network with an ominous joke.

"Look, Fox, we both know this marriage isn’t working anymore," he said.

Tucker Carlson’s latest opinion piece once again makes me wish Family Guy was on any other network. Look, Fox, we both know this marriage isn’t working anymore. The sex is only once a year, I don’t get along with your mother, and well… I’ve been having an affair with NBC.

— Seth MacFarlane (@SethMacFarlane) August 1, 2021

"The sex is only once a year, I don’t get along with your mother, and well… I’ve been having an affair with NBC," MacFarlane concluded, referring to a recent overall deal inked between him and NBC Universal's Universal Content Productions.

This is not the first time MacFarlane has been critical of the network that features "Family Guy."

In 2018, he urged his Twitter followers to "think critically" and "consult multiple news sources," rather than "blindly obey Fox News."
