The whole system has to be reset to 1776 and most positions can be replaced with direct citizen blockchain electronic voting. No need for human representation when you can represent and vote for yourself. Only land/property owning men and women of course. Voters need to have some skin in the game. Better yet, go Heinlein style and make folks earn citizenship via a term of government or military service. Demonstrate a commitment to the greater good before acquiring the responsibility of voting.
