His account was recently flagged/number banned. Took human intervention to resolve it. I wouldn't be so certain there aren't algorithms running to scan/flag content.
The CP was hosted openly in specific accounts, and other account marked private. What this is talking about is like an "admin" console where they could flag content they wanted banned/removed from the platform.
