there is only one way to cuff, behind the back. and thats for the safety of the officer AND prisoner. And its universal, upheld by courts, and the entire police population of the United states is formally trained that way. If they follow their training, they are protected.

 

HOWEVER, police need to be taught to use two pairs of cuffs on a very large person. That's not in the manual, but is born of experience. Still cuffed in backed (protected) but being smart.
