I don't think Det. Familia was in the position to review the files. She was in the rank of Police Officer. She was assigned to a CMD Post and it was not a permanent post for her. So the chance to MK a crazy man to shoot her would be very slim.

NYPD forced FBI's hand by threatening to go public with the files, when FBI sit on it for months without doing anything. So they re-open the case, just to close it in 2 weeks..
