There is physical proof and are multiple witnesses (including elections officials) in my county that an "anomaly" occurred in the ballots issued numbers, which inexplicably jumped by a large number during the middle of the day, instead of proceeding in sequential numerical order. At the time, I suspected a bad actor accessed thru a back door, but no proof, only speculation.
These were at the voter check-in terminals (tied together to issue ballot permits in numerical order) at a precinct, not county clerk's office. Those computers are on-line to Sec. of State office.
Coincidentally, one candidate lost his election by THE EXACT SAME NUMBER of ballots issued that were jumped over.
The automatic recount that later occurred in this race covered 3 counties. 2 counties hand recounted all ballots - all was good. In the 3rd county where the ballots issued anomaly occurred, the SOS ordered the locals to NOT count by hand - only run them thru a tabulator. When they turned the tabulator on, it had "boot" problems. A Dominion rep was on site during this recount.
