More than 213,000 vaccine doses were administered across Australia on Tuesday - a new daily record - with Lieutenant General John Frewen noting demand was outstripping supply.

The man in charge of Australia's vaccine rollout said incentives for people to get the COVID-19 jab were not yet needed with demand outstripping supply but they may still be considered in the future.

Lieutenant General John Frewen, the Coordinator of the National COVID Vaccine Taskforce, said more than 213,000 vaccine doses were administered on Tuesday - a new daily record - taking the seven day total past one million.

"I have said incentives is something we will consider but right now Australia, in the last seven days, we have had 1.2 million doses going into people's arms," he said.

"Demand is still exceeding supply right now so the time for incentives (is) maybe later on when we're getting into some of the more hesitant sort of groups.

"I am really encouraged by the rate of Australians getting vaccinated."

Lieutenant General Frewen said incentives which may possibly be used to get more hesitant individuals inoculated include cash and lotteries.

"We will look at all positive alternatives. There is cash, there is the ideas of lotteries - all these things are being discussed," he said.

"What is resonating with people right now is being able to get back to the sort of lifestyle we used to enjoy, international travel, not having to do quarantine, not having to go into lockdown and these sort of things.

"Getting vaccinated is the right thing to do for individuals and for the nation."

Almost 13 million COVID-19 vaccine doses have now been administered across Australia.

"We are up 12.8 million doses nationally, 80 per cent first dosing for over 70s, and in the general population above 16 we are at 40 per cent first dosing and 20 per cent of Australians are fully vaccinated," Lieutenant General Frewen said.

He said he was confident Australia could vaccinate 70 or 80 per cent of the eligible population by the end of the year, which will see the nation move into Phase B and C on the pathway to reopening the country and learning to live with COVID-19 without restrictions.

"Mathematically we can get there… but it is about people in Australia coming forward with some urgency to get vaccinated," Lieutenant General Frewen said.

"My first responsibility is to make sure every Australian who wants to be vaccinated this year can do so and I am confident we can achieve that.

"I will make sure that everybody gets a dose by Christmas, will make sure that we put everything we can to get to 70 per cent as soon as possible and once we get there we will work on getting to 80 per cent."

More than four million doses have been administered in New South Wales, with Premier Gladys Berejiklian targeting six million jabs by the end of the month to ease Greater Sydney lockdown restrictions.

Coronavirus

Car parks, supermarkets listed as potential vaccine hubs in federal rollout campaign

Australians could soon be receiving their vaccine from supermarkets, shopping centres and carparks under a new national COVID-19 plan unveiled on Tuesday.

The nation’s COVID-19 vaccine chief detailed a number of ways Australia could hit its vaccine targets by the end of the year in order to safely begin re-opening the country.

Lieutenant General John Frewen said he expected Australia could reach the 70 per cent threshold by November and the 80 per cent mark by December.

One of the major features of the plan could see large venues – such as stadium carparks, supermarkets and shopping centres turned into vaccine hubs to open up access and bolster jab numbers.

General Frewen’s plan estimated drive-through clinics in major car parks would be up and running across most of the country by mid-October.

Mass vaccination sites could be set up and functioning at supermarkets and shopping centres from late November as well as in retail hubs.

The plan also proposes vaccination sites set up at workplaces from late November, and vaccinating students in schools from early December.

Pharmacies would also provide vaccinations after hours and on weekends.

General Frewen’s inoculation campaign also looked at the role incentives would play in encouraging vaccine uptake among Australians.

It comes after Opposition Leader Anthony Albanese vowed to give Australians a $300 reward for receiving the jab by December 1 if he is successful at the next federal election and if a vote is called before the end of the year.

He said “vaccinations are a race Australians can no longer afford to lose”.

“This support would be a further incentive for Australians to be fully vaccinated and would deliver a much-needed shot in the arm for businesses and workers struggling from lockdowns made necessary by the Morrison government’s failures with the vaccine rollout.”

The proposed plan would cost $6 billion and would apply to anyone – including children – who received two doses of a vaccine.

Under General Frewen’s plan, “the Commonwealth will leverage key incentives to drive vaccine uptake”.

These would include:

Providing vaccinated people with greater personal freedoms

Allowing people a choice in the vaccine they receive [following boosted supply and a potential third vaccine]

Ease of access

“While studies have shown financial incentives are unlikely to drive whole-scale vaccine uptake, the NCVTF will continue to work with jurisdictions and industry in looking at the role financial incentives have to play in targeting cohorts of people,” the plan outlined.

“This may include considering the role of gift vouchers and prize-draws led by industry and business.”

It also noted the important role incentives played in “persuading individuals to get vaccinated”, pointing to incentives outlined by Prime Minister Scott Morrison in his July ‘Roadmap to a COVIDSafe Australia’.

In it the Prime Minister flagged easing domestic border restrictions and the option of quarantining at home for vaccinated travellers.
