We publish a first-of-its kind paper outlining how we could use AI to help protect the UK

Child sexual abuse is one of the most harmful threats to our society.

 

Today we’ve revealed how our analysts could use AI responsibly to protect the UK from threats – from state-backed disinformation campaigns to cyber attacks.

 

Published today, the paper called Ethics of AI: Pioneering a New National Security explains why the technology - enabling problem-solving at scale and speed - will be at the heart of our mission to keep the country safe in an increasingly complex world.

 

It comes as the Government prepares to publish its Integrated Review into security, defence, development and foreign policy.

 

The paper also details how we will ensure we use AI fairly and transparently, applying existing tests of necessity and proportionality. This includes establishing an AI ethical code of practice to recruiting more diverse talent to help develop and govern our use of AI, protecting privacy and striving for systematic fairness.

 

We’ve set out examples of how we could use the technology, including:

 

Fact-checking and detecting deepfake media to tackle foreign state disinformation;

Mapping international networks that enable human, drugs and weapons trafficking;

Analysing chat rooms for evidence of grooming to prevent child sexual abuse; and

How the National Cyber Security Centre could analyse activity at scale to identify malicious software to protect the UK from cyber attacks.

 

Director GCHQ Jeremy Fleming said:

 

AI, like so many technologies, offers great promise for society, prosperity and security. Its impact on GCHQ is equally profound. AI is already invaluable in many of our missions as we protect the country, its people and way of life. It allows our brilliant analysts to manage vast volumes of complex data and improves decision-making in the face of increasingly complex threats – from protecting children to improving cyber security.

 

While this unprecedented technological evolution comes with great opportunity, it also poses significant ethical challenges for all of society, including GCHQ.

 

Today we are setting out our plan and commitment to the ethical use of AI in our mission. I hope it will inspire further thinking at home and abroad about how we can ensure fairness, transparency and accountability to underpin the use of AI.

 

The paper also sets out how we have and continue to support the growing AI sector in the UK, including:

 

Setting up an industry-facing AI Lab from our Manchester office, dedicated to prototyping projects which help to keep the country safe;

Mentoring and supporting start-ups based around our offices in London, Cheltenham and Manchester through accelerator schemes; and

Supporting the creation of the Alan Turing Institute in 2015, the national institute for data science and artificial intelligence.

Multiple Walt Disney Employees Among 17 Suspects Arrested in Undercover Child Predator Operation

FLORIDA – Polk County Sheriff’s Office detectives and partnering agencies conducted an undercover operation from July 27th through August 1st, 2021, during which detectives posed as juveniles on social media platforms, mobile apps, and online dating sites to investigate those who prey upon and travel to meet children for unlawful sexual activity.

 

Detectives from the Auburndale Police Department, Orlando Police Department, Winter Haven Police Department, and Orange County Sheriff’s Office, participated in “Operation Child Protector.”

 

The suspects communicated with and solicited who they thought were children between the ages of 13 and 14 for sex acts. The suspects showed up to an undercover location in Polk County at separate times to meet who they thought were children, to sexually batter them. Some of them transmitted pornographic images while grooming and soliciting the children online, and they were appropriately charged for that as well.

 

In all, detectives arrested17suspects, who face a total of 49 felony and two misdemeanor charges which include: traveling to meet a minor for sex, attempted lewd battery, use of a computer to seduce a child, unlawful use of a two-way communication device, and transmission of material harmful to a child; six suspects brought condoms, and nine suspects have criminal histories (with 27 total previous felonies, and 22 total previous misdemeanors). The youngest suspect arrested is 26 years old, and the two oldest suspects are 47 years old. They were all from the central Florida area, except one suspect who was here visiting from California.
