Bill Cooper also reported (besides what is on picrelated meme) that before Eisenhower made a deal with the greys, there was another race that approached Earth to offer spiritual guidance (think Great Awakening.) to reach a level able to use -their- advanced tech, however, this race was turned away, as one of their most vital requests was de-nuclearization. We'd just gotten the atomic bomb sorted out, too- so such an offer was 'not suitable for national interests'. So instead, we traded human experimentation and secrecy for advanced military technologies (computing, nuclear engines, lasers, etc)
