The extension via CDC:

Avoids a congressional vote (which they probably wouldn't have secured before the recess).
The recess without vote also intentionally created a 'crisis' prompting ACTION.

Creates a 'righteous' defendable position of protecting minorities who are the majority of RENT AVOIDANCE benefiters.
The extra constitutional authority seized by CDC usurps the law and accomplishes DS/DEM objectives of rewarding minorities.
