From what I am reading, a seedbox is (usually) a virtual machine, spun up in a data center, usually in a shady country, that you hopefully do not have traceable in your own name. This evades DCMA laws, and well, most laws in general. You would connect to this device from your computer, using a VPN, and then remotely accessing it in some way. You could setup an FTP server on it to transfer files; I was reading that some use it as a PLEX server to host media and then they stream it to their devices to get around DCMA notices (ie. you used too much bandwidth so they flagged you, and/or someone filed a complaint that you were DL copyrighted material). Others use it for torrenting. They install the torrent client on the seedbox and then can torrent to their hearts content, because the data center the virtual machine is hosted in is in a country that don't GAF.

 

In other words, it's a computer you rent so that you can evade the laws (and, turns out, potentially also evadecensorship).

 

Just my 2c. Please elaborate/correct if I am misunderstood.
