Vermont's attorney general found Gruber falsified at least two bills for his research assistant's time and that his assistant didn't keep track of the hours worked on the Green Mountain State Project. Gruber recently reached a settlement with the state, costing him more than $90,000 withheld by the state but avoiding a potential criminal charge.
Vermont began looking into Gruber's bills after his infamous comment came to light. Then-Gov. Peter Shumlin trashed his consultant but wouldn't fire him in the face of political pressure.
