Senator Townsend Clarifies That Governor-Initiated Special Sessions Can Only Address the Subjects Specified in the Governor’s Call
“The governor may call a special session. In calling a special session, the governor shall specify the subjects to be considered, and at such special session no laws shall be enacted except such as relate to the subjects mentioned in the call.”
Regardless of how many seats are occupied, we still need 16 votes to pass any bill or resolution, or expulsion.
