There is only two answers to this question
1) He knew and decided when faced with the long game to produce the vaccine and hope that those health enough could take it and survive, but told everyone that he had been taking HQC for 2 weeks live on T.V and therputics also work?
2) He did not know, was out of his depth and mislead by advisers who mostly were either threatened by big pharma or greed or other and had to learn as we have had to along the way.
Conclusion: No one in their right mind would have taken this job with the level of corruption and attack from everywhere, if is fcuking impossible to understand the levels of corruptions and control strings that are dangling over those elected to govern the masses. The plan if there is one is fluid but will depend on NATURAL LAW and those who follow it.
If this was about natural selection of the elite then this will fail as only those who can afford the amount of time spend fcuking digging will get some idea of what the fuck is going on.
