Don't know about 2 sets but just looking at this and it seems to me that the 10 Commandments are written in the Negative… "Thou shalt not"
Jesus sums them up into 2 Positive-Performance Commands… "Thou Shalt Love".

Can't help but notice that it's always the ones who focus on this are the same ones always demanding that you shalt not and you shalt pay me.
