While the English 'language' has 26 letters and a finite number of punctuation characters, we can look at ALL world languages together as a finite sets of axioms, rules of inference, statements and theorems.
And we will always be able to make statements about any language that uses the axioms and rules of that language, to make true statements ABOUT the language.
So the 'meta-language' you bring up, is crucial.
