The godless crave order and instruction and boundaries. Like children, like all of us actually, wise restrictions, contrary to instinct, actually make a person feel safe. It creates a sense that, in the chaos and mystery of the world, someone knows what is going on, and structure exists. We find this in our sweet Father’s commandments and proverbial wisdom. The unholy look for it, though they do so somewhat unawares and they would deny it, from their leaders. Humans should not be given the power over other humans. They have no authority.
