So he doesn't know what he's signing and can (has) been manipulated by his handlers.

Sometimes "web servers" are put in apps so that they can be configured with a web browser (instead of writing a bunch of platform specific User Interface code).

 

HTTP Servers are or can be very simple and put on devices as small as your thermostat or other IOT device to fetch data or configure.

 

The basics of HTTP are quite old. If the server is small and tight - and well tested - there should be no problem that it is using code from 97.

 

That said, there shouldn't be internet access on these machines.
