>There are plenty of beds, but no nurses to tend to patients.

exactly

so, when a hospital says they are at full capacity….one needs to ask what is the capacity of the hospital…and what is limiting that capacity.

is the building full of beds…i.e., can they fit no moar beds into the hospital?

or have they cut back the number of beds?

if a hospital has only 100 beds in operation, when it can have 500 beds, then is it at near full capacity with 80 patients?

Ask them how many beds are available if the entire hospital was fully staffed and full of beds
