I know some are saying no, this is incorrect, but please consider the following:
1.) Q post #1432958 confirms that he is talking about that particular pen pic and the JJ tweet.
2.) We really can't tell whether that is an "r" or a "u" before the "th". It can be a "u" because the cross from the "t" is connecting to it.
3.) Some are saying that POTUS was not signing the letter from Congress, he was signing the EO. Correct. However, in the pen pic, the EO could be sitting under the letter with the black binder on top. We can't tell. All we see is the WH letterhead peaking out at the top.
