I think the word that is covered up is "article." Might watch for that in the first line or two of the EO.
If indeed 50 of the 58 killed were Hamas, it's likely that (i) they were agitating for or initiating violence (e.g. molotov cocktails), and (ii) they were targeted by the Israeli snipers because they were somehow identifiable.
