Hospitals are designed to be at roughly 80% capacity at their lowest occupancy. Any increase in patients will result in the less care for all without an increase in staff.

The reason for this is profitability.

The more people that understand this fact the less likely people will be bamboozled by reports of over run hospitals being the result of an increase in x,y,z.
