Could be dependent upon whether the hospital with longer wait times has specific care ie: cath lab, trauma center, stroke team, etc. The regional trauma center in my area has all the above services which most other hospitals do not offer. Being a medic if we have such cases, we try to transport to that hospital, unless the patient demands transport to another local facility.
