Unsure why this is a surprise to anyone.

The constitution doesn't allow anyone to indict the president.

They can share the info with Congress, who can then impeach.

But impeachment is a political process.

Then, if it comes to that, there is a special trial where the president can be removed.

That is a double edged sword. It also means that many non-swampy candidates wont make it past the primary against incumbents - or even bother to run.

 

Think how much different the CA primary would be if Feinstein was forced to drop out now?
