Serious answer, we don't know how. There are no programs in US schools that teach how to build the highly sophisticated chip factories. The tech was given to the Asians, and they mastered it. Plus, it takes a minimum of 24 months to build one of these factories. Samsung's chip factory designer has been in prison in S. Korea, until a few days ago, for "taking payoffs" which has kept them at a standstill for where to build their next factory.
