By its very nature, a miracle is beyond the comprehension of those who experience it - such that it defies their entire understanding of reality up to that point.
It is the nature of states to seek dominion and it is the nature of those who live atop the efforts of others to become incapable of understanding the reality the dominion must operate within. Naturally, even the most obvious of consequences to the general public become miraculous interventions to those most adorned for their class.
