I think what Q has been hinting at with the Keystone idea is that they can only use the NSA captured information as legal evidence if they have some type of national security/treason/terrorism level crime to investigate/prosecute. Otherwise it is off limits, because, well, they really aren't supposed to have it, right. It doesn't really exist, because they aren't really collecting all of this info on Americans, wink, wink. Remember the description of the recent Soros/Podesta election machine rigging e-mail? It said that it does not exist in reality. That it is from an NSA download.
A keystone in architecture is key to holding an arch in place, or sometimes a vaulted ceiling. It is a key to a vault. What is the key to opening the NSA's vault of information to use against HRC, et al? I think it was General Flynn taking the fall for speaking to the Russian Ambassador. They knew the black hats were gunning for Trump and expected a leak to embarrass Trump and get rid of Flynn. Except that leak was a national security crime, which led to the opening of an investigation that was able to access the NSA vault. Each crime appears to have led deeper into the vault to more evidence and more crimes. Remember, Q said they were going to use all of the abusive surveillance laws and data collection created by the black hats against them. Imo, that data collection should not exist, but for the time being, it appears to be a case of live by the sword, die by the sword for the baddies.
